TECHNOCRAT

John Wayne "Duke" Damon was working his way through high school at a comic store.  A savant at both art and engineering, he had designed the costume and weapons for a supervillain he'd designed called the Technocrat.  One rainy day, he was riding his dirt bike to work when the wheels slipped on the wet, slick roads and the bike went flying over the guard rail, with Duke still on it.  His broken body was found by an eccentric inventor who also discovered Duke's Technocrat designs.  The mad scientist, Dr. Kriegstein, rebuilt Duke from his notes and any scrap he had lying around.  When Duke revived, he found he had become the Technocrat for real...and, rather than be wracked with angst, realized that he had a unique opportunity.
You see, Duke was next-door neighbors with Mike McMahon, the mighty Powerhouse.  Mike would sometimes complain about the lack of supervillains in their hometown of Siegelville.  So Duke decided that "the all-powerful Technocrat" would make a good practice villain.  Duke paved his road to hell with good intentions (as Duke put it, "I'm going to help a lot of people as a supervillain!").

Basically a Lex Luthor/Dr. Doom knock-off by way of Metallo or Cable.  This guy may be a Silver Age villain in design, but he's supposed to be the Nineties Anti-Hero comic trope (with some Friendly Enemy, Affably Evil, or even Token Evil Teammate thrown in).
